ZSK Universal P2P Peer-Review & Gatekeeper Engine (Anonymous, criteria-based approval system for user-generated course content)

The Problem:
Moodle increasingly supports collaborative learning formats where students are expected to actively contribute content (e.g., questions for student quizzes, glossary entries, database items, wiki posts, or best-practice files). However, there is a lack of a universal, automated, and anonymous quality assurance process.

Currently, student contributions either end up in the course pool immediately without review (risking misinformation and a drop in quality) or require time-consuming manual review and approval by instructors (creating an instructor bottleneck).

The Function (The Plugin):
The plugin acts as a modular gatekeeper between student submission and final publication within the respective Moodle activity.
1. Submission (Sandbox Phase): Students submit content (e.g., a quiz question, glossary entry, or document). Initially, this content is isolated and invisible to the rest of the class.
2. Automated, Anonymous Distribution: The plugin distributes the item—fully automatically and with complete anonymity—to a configurable number of peers (e.g., three other students in the course).
3. Criteria-Based Review: Reviewers evaluate the submission using a configurable rubric (e.g., based on criteria such as factual accuracy, clarity, and relevance).
4. The Gatekeeper Mechanism (Automated Workflow):
o Path A (Approval): If the average rating meets a defined threshold (e.g., 80%), the plugin automatically releases the content into the actual pool of the target activity.
o Path B (Revision/Rejection): If the average falls below the threshold, the item is returned to the creator for revision, accompanied by the anonymous feedback comments. o Path C (Instructor Veto): Instructors maintain a dashboard overview at all times and can intervene manually (override) in the event of discrepancies.
